The introduction of ALMPs is often motivated by the need to upgrade the skills of especially those suffering long-term unemployment to improve their productivity and, subsequently, their employability. ALMPs aim to actively integrate people into the labour and contribute to economic growth and social inclusion (Morel, Palier, and Palme 2012 ).
